Planning for Shoreline Protection with Nature-Based Solutions

Recommendation:

Bay Area cities are required by state legislation to create Shoreline Resilience Adaptation Plans (RSAPs) and have those plans approved by the Bay Conservation and Development Commission (BCDC) by 2034. These plans must follow BCDC’s RSAP Guidelines which emphasize nature-based solutions, public access, and community engagement. We hope to see cities create these plans as soon as possible in collaboration with nearby cities and regional agencies.

Hayward is ahead of the curve, having already created the Hayward Regional Shoreline Adaptation Master Plan (HRSAP) in 2021 to establish a vision and adaptation strategies for protecting natural and built shoreline assets from sea level rise. The plan is a collaboration between the City of Hayward, the Hayward Area Park and Recreation District, and the East Bay Regional Park District. It also prioritizes nature-based solutions, including the First Mile Horizontal Levee project which, when completed, will be a gently sloping vegetated buffer that provides sea level rise protection and water quality benefits on the Hayward shoreline.
