2025-2030 Strategic Plan
Shaping a Resilient Future Together
As we chart our course for the next five years, we are driven by the urgent need to prepare the Bay Area for the escalating impacts of climate change—rising sea levels, extreme weather, pollution, and habitat loss.
Our strategic plan outlines clear actions to address these challenges and create a healthier, more resilient Bay for all.

2025-2030
Our Strategic Approach
In pursuing our goals, we will:

Restore
wetlands, growing thousands of native plants to advance major climate adaptation projects throughout the region.

Educate
and engage our community through immersive hands-on experiences that foster meaningful connections with San Francisco Bay.
Advocate
Driving Climate Action & Bay Health
Our advocacy efforts focus on ensuring long-term sustainability for the Bay and its surrounding communities. By influencing policy, securing funding, and driving action, we are addressing the most critical environmental challenges our region faces.

By 2030, we will accelerate restoration efforts to create a healthier, more resilient Bay.
-
Sea Level Rise and Flood Resilience
Through collaboration with cities, states, and federal agencies, we are implementing nature-based solutions to reduce flood risk for over 1 million Bay Area residents.
-
Pollution Control & Water Quality
By advocating for stronger protections and promoting green infrastructure, we are working to prevent harmful pollutants from reaching the Bay and ensure cleaner, healthier water for both people and wildlife.
-
Securing Funding & Building Leadership
Through public-private partnerships and government support, we aim to generate $1 billion to scale up wetland restoration, pollution control, and flood protection projects.

Restore
Bringing Back the Bay’s Vital Wetlands
Wetlands are essential for a healthy ecosystem and the protection of Bay Area communities. Over the next five years, we are accelerating restoration projects to strengthen the Bay’s natural defenses against climate change. By restoring wetlands, we reduce the impacts of sea level rise and flooding, improve water quality and create critical habitat for diverse wildlife.
By 2030, we will accelerate restoration efforts to create a healthier, more resilient Bay.
-
Restoration & Habitat Expansion
In partnership with federal and state agencies, local governments, and community organizations, we are contributing to the long-term goal of restoring 100,000 acres of wetlands—prioritizing projects that improve water quality, reduce flood risks, and address habitat loss for hundreds of plant and animal species.
-
Pioneering Innovation:
By developing and implementing cutting-edge restoration techniques, we are creating scalable, science-based models that can guide future projects across the Bay Area and beyond.
-
Collaboration & Community Engagement
Through hands-on involvement of thousands of volunteers and partnerships with local communities, we are strengthening the Bay’s natural defenses while fostering shared ownership of restoration efforts and building climate-resilient communities.
Educate
Empowering Communities Through Knowledge
A thriving Bay begins with an informed and engaged community. Education is at the core of our efforts to connect people with San Francisco Bay and inspire more positive outcomes.

By 2030, we will expand opportunities for people to learn, connect and take part in restoring and advocating for the Bay.
-
Building Stronger Volunteer Connections
Through inclusive, hands-on programs, we aim to engage 10,000 volunteers, deepening their connection to Bay restoration.
